Do you have experience of providing programme operating model expertise, on a public sector transformation programme?
This consulting opportunity is to support our client, a leading public sector organisation, in resetting the Programme Operating Model for an in-flight, procurement-led transformation of a complex live service. The programme is launching ITTs imminently and shifting focus towards procurement and implementation readiness.
The project needs a consultant who has:
- programme operating model expertise
- strong capability, organisation structure and resourcing experience
- broader operating model experience spanning governance, process, technology, data and talent
- current & valid SC clearance
Key Services:
The key services that you will be asked to provide are:
- establish the programme end-state, outcomes and success factors for each phase
- define required changes to programme structure and operating model through Appraisal, Define, Implementation and Operation phases
- define capability, organisation structure and resourcing requirements through the programme phases
- address wider operating model requirements across governance, process, technology, data and talent
- work closely with the Engagement Lead and two client resources, including an appropriate level of oversight to be defined
Mandatory Requirements:
Successful consultants will be able to demonstrate:
- programme operating model experience within large-scale, complex programmes
- public sector programme experience
- experience of capability, organisation structure and resourcing design
- experience across wider operating model dimensions including governance, process, technology, data and talent
- existing valid SC clearance
Optional Requirements:
It will also be advantageous if you have:
- procurement-led transformation experience
- experience supporting programmes through procurement and implementation readiness
Working Pattern: Hybrid, 2–3 days per week in central London office
